Instructions For Displaced Students Resulting From Hurricane Harvey



The state has released information about recording meals to students that are displaced by Hurricane Harvey.  The following is a notice from the State of Texas

Eligibility Qualification
Students who are homeless or displaced by Hurricane Harvey and the heavy rains associated with Hurricane Harvey are eligible for free meals.  This includes students relocated in a designated disaster area ande students relocated to locatations outside the disaster area.  Relocation includes students who are relocated to shelters, hotels, or any home that is not the students home residence.
because this is an emergency, paperwork and or documentation to support a student's classification as homeless may not be readily available: ie., students, families and emergency organizations may not be able to provide a list or other paperwork immediately.  Regulations allow contracting entities (CE) to provide free meals to homeless and displaced students while working to get lists or other paperwork from shelter directors or coordinators and state or federal emergency officials.  The CE will need to follow up and get the documentation, for for now, they can use good judgement.


Systems Design Software can be set up to record student meals until you receive the official lists to put a student in the Homeless category. 

This tutorial will instruct the administrator on how to set up a user code to associate a student to the Harvey Displacement.  The tutorial assumes that the subject student (s) have not been officially enrolled in the receiving district.  The user code in this instance will permit the student to remain active even when periodic student demographic updates are installed.  The user code will also permit the printing of reports that contain only those students associated with the Harvey Displacement user code.  It will also keep the subject students in a status of Free for all meal counting and claiming. 

After setting up the Harvey Displacement user code then the administrator would ad the subject students to the Student Masterfile. Click here to view the tutorial on adding students to the Student Masterfile.

Once a student is on an official Homeless List you can set that flag on field 32 in the STUDENT MASTERFILE like usual and remove the HARVEY DISPLACEMENT USER CODE.
